Questions About Passport Procedures
1. Who Can Obtain a Special (Green) Passport?
Under Article 14 of the Passport Law (Law No. 5682), a Special (Green) Passport may be issued for 10 years to civil servants and other public officials who:
hold 1st, 2nd, or 3rd degree staff posts, or
are contracted with their contracts pegged to those grades or are affiliated with the Pension Fund (Emekli Sandığı) with pension deductions made from those grades.
2. What Documents Are Required to Obtain a Special (Green) Passport?
For employees (for themselves/their spouse and children):
Submit a petition via your unit to the Personnel Department.
After the University prepares, approves, and stamps the Passport Application Form for submission to the Provincial Directorate of Population and Citizenship Affairs, complete your application at the Provincial Directorate with:
National ID card,
2 biometric photographs,
any existing passport(s) (if applicable).
For retirees/those who have left the University (for themselves/their spouse and children):
Apply to the Personnel Department with a petition.
With the certificate showing your staff grade on the date of retirement or separation (resignation, deemed resignation, etc.) issued by our Presidency, apply to the Provincial Directorate of Population to obtain/renew your passport.
3. Where Should I Apply to Obtain a Service (Grey) Passport?
For teaching staff whose overseas assignment is approved by the Rectorate:
Submit a petition to your unit; the unit forwards the request to the Personnel Department.
When the Passport Application Forms for the Provincial Directorate of Population and Citizenship Affairs are prepared, you will be informed accordingly.
