Questions About Assignment/Secondment
1. What Does “663’lü” Mean?
It refers to TUS/YDUS research assistants who are assigned to our University for the duration of their specialty training while their staff position and employment rights remain with the Ministry of Health, pursuant to Decree-Law No. 663.
2. I Want an Assignment Under Article 31. What Should I Do and Where Should I Apply?
Submit a petition stating that you wish to teach to the relevant unit affiliated with our University. If your unit deems the request suitable, it forwards the request to the Personnel Department.
If you are employed at another institution, an assignment request is sent to that institution. If your institution approves, its approval letter is sent to our University.
If you are not employed elsewhere, your assignment is made with the Rector’s approval.
3. As Faculty X, What Should We Do for Assignment Procedures Under Article 31?
First, the teaching loads of the teaching staff in your unit must be full. If the load in the relevant field is heavy, priority should be to assign teaching staff from other units within our University. Only if none are available should you seek teaching staff from outside the University.
4. I Want an Assignment Under Article 37. What Should I Do and Where Should I Apply?
Apply not to our University, but to the host institution where you wish to be assigned (company, ministry, university, etc.). The host institution should send an official assignment request letter to our University on your behalf.
If the letter will arrive at our University, apply to the relevant unit with the required documents (the host institution’s request letter, unit’s suitability note, and the unit board’s decision).
Because your request will be submitted to the University Executive Board, the assignment request must reach the Personnel Department at least one (1) month before the assignment start date.
5. I Want an Assignment Under Article 38. What Should I Do and Where Should I Apply?
Apply to the institution to which you will be assigned (public institutions and organizations, and professional bodies having public-institution status). The institution to which you apply must formally notify our University of your assignment request.
6. I Want an Assignment Under Article 39. What Should I Do and Where Should I Apply?
Requests are made under the Regulation on Principles Applicable to Assignments Within Türkiye and Abroad.
Incoming teaching staff (from outside our University) must apply to their own university, which then sends an assignment request to our Rectorate.
For outgoing staff (from our University), apply to the unit where your staff position is held.
For short-term assignments under Article 39, submit the assignment proposal letter to your unit with the Article 39 Assignment Form:
Domestic: at least 15 days before the assignment date,
Abroad: at least 1 month before the assignment date.
Assignments requiring Rector’s approval are submitted to the relevant unit after the relevant Board discusses the request, and then forwarded to the Personnel Department within the above time limits.
7. What Is a “Short-Term Assignment” Domestically/Abroad and What Is Its Duration?
Per Article 2(a) of the Regulation on Principles Applicable to Assignments Within Türkiye and Abroad, Short-Term Assignments are for participation in scientific meetings or to conduct investigation, research, and practice for up to three (3) months. For investigation/research/practice assignments, a preliminary report on the topic must be approved by the Faculty Board. Participation in congresses is primarily with a scientific paper.
8. What Is a “Long-Term Assignment” Domestically/Abroad and What Is Its Duration?
Per Article 2(b) of the same Regulation, Long-Term Assignments are for more than three (3) months to conduct investigation, research, and practice under a work program approved by the relevant boards.
Note: Assignments of three months or longer are subject to compulsory service under Article 224 of the Civil Servants Law (Law No. 657).
9. What Are the Basic Principles for Domestic/Foreign Assignments?
Under Article 39 of Law No. 2547, teaching staff may, without travel allowance, attend domestic/foreign congresses, conferences, seminars, and similar scientific meetings, and engage in research/investigation and be present where the research requires.
Up to 1 week without travel allowance: Deans, Institute Directors, Vocational School Directors may authorize.
Up to 15 days without travel allowance: Rectors may authorize.
Exceeding 15 days without travel allowance, or with travel allowance (expenses paid from the University/affiliated units’ budget or revolving funds): relevant board decision and Rector’s approval are required.
10. Who Can Benefit From Long-Term Assignment and Under What Conditions?
Per Article 5 of the Regulation:
Faculty members who have served six (6) years in a state higher education institution may be granted one (1) year paid leave (domestically or abroad) to conduct R&D-type work, upon University Executive Board decision, provided that necessary measures are taken so that services do not suffer and the work program prepared by the faculty member is approved. For a second paid leave, at least six (6) years must elapse in a state higher education institution after the end of the first leave.
Lecturers and Instructors appointed for a fixed term may be assigned abroad only short-term. Those appointed permanently are assigned like faculty members.
Research assistants may be assigned abroad for up to one (1) year, provided they have served at least one year at the University.
11. What Documents Are Required for an Article 39 Assignment?
Assignment request petition,
Letter of acceptance/invitation,
Decision of the unit’s board,
Unit’s suitability cover letter,
Preliminary Report (for short-term assignments; to be approved by the Faculty Board) / Work Program (for long-term assignments; to be approved by the relevant unit board),
Surety Bond and Joint and Several Surety Bond with Valid Signatures (for overseas assignments of 3 months or more, due to compulsory service: after the Rector-approved assignment letter is sent to the unit, the staff member must execute these before a notary / by the unit head and submit them to the unit so that a copy is forwarded to the Personnel Department).
12. What Must Those Assigned Abroad Do at the End of the Assignment?
Per Article 7 of the Regulation, those assigned abroad must submit to their Rectorate—within one (1) month after returning—a detailed activity report prepared according to the approved work program, to be presented at a scientific meeting.
Additionally, to enable entry of the assignment into the Public Personnel Information System under the Savings Measures Circular, the relevant units must send the documents to the Personnel Department within 15 days from the end of the assignment.
13. What Should I Do When My Assignment Ends?
Upon completion, notify your unit by petition that you have resumed duty. Your unit forwards your petition to the Personnel Department with an official cover letter.
14. I Want an Assignment Under Article 40. What Should I Do and Where Should I Apply?
If the teaching staff member will teach within our University, apply to the relevant unit of our University.
If the teaching staff member will teach outside our University, apply to the other university concerned.
15. I Would Like to Be Temporarily Assigned at Your University (for Teaching, Projects, Research, etc.). What Should I Do?
Submit a petition to the relevant unit of our University appropriate to your request. The unit will evaluate applications in line with unit needs and applicable legislation and refer suitable cases to our Rectorate. Applications approved by the Rectorate will then be carried out through official correspondence between the applicant’s institution and our Personnel Department.
