Questions About Completion of Education
1. I Completed My Graduate Studies Abroad on Behalf of Your University Under Law No. 1416. What Should I Do?
Students who successfully complete their studies abroad within the legal period must, within two (2) months from the date of completion, return to Türkiye and submit a petition requesting assignment together with the certificate from the Ministry showing graduation status to the institution/organization on whose behalf the studies were pursued.
They must also deliver one printed copy of their master’s and/or doctoral thesis and the Turkish summary in electronic form to both the Ministry and the relevant institution/organization.
The institution/organization on whose behalf the studies were pursued is obliged to assign the applicants within three (3) months from the date of application, in line with their field of specialization.
2. I Attended a Preparatory Class. What Should I Do?
Pursuant to Article 36/A subparagraph (6-b) of the Civil Servants Law (Law No. 657), where the duration of middle school, high school, or equivalent education exceeds the normal period, one step increase is granted for each successful additional academic year; graduates of technical vocational schools receive one additional step if they work in duties related to their profession.
Accordingly, submit to your unit a petition with the certified document from your school showing the additional periods of study; your unit will forward it to the Personnel Department. The Personnel Department will process your seniority adjustment (intibak) and notify your unit.
3. I Have Completed My Master’s/Doctorate. What Should I Do?
Under Article 36/A paragraph (9) of Law No. 657:
Those who obtain a master’s (post-undergraduate) degree—either before entering civil service or during service—are granted one step increase.
Those who obtain a medical specialization, or who complete a doctorate in fields related to their profession, are granted one grade (degree) increase.
If a civil servant has already benefited from the one step increase for a master’s degree, then upon completing a doctorate in a field related to their profession, two additional step increases are applied.
Accordingly, submit a petition with your certified temporary graduation certificate or diploma to your unit; your unit will forward it to the Personnel Department. The Personnel Department will carry out your seniority adjustment (intibak) and inform your unit.
