1. I Want to Receive the Foreign Language Compensation / I Raised My Foreign Language Score. What Should I Do?
Only those who score 70 or above on YDS are eligible for Foreign Language Compensation.
Academic staff on the Rectorate and Institute rosters: apply to the Rectorate Personnel Department with your language certificate.
Academic staff in other units: apply to your own unit with your certificate.
Administrative staff: submit requests to the Personnel Department.
2. I Want to Start/Stop Receiving the Spouse and Child Allowance. What Should I Do?
Civil servants under Law No. 657 (academic, administrative, and 4/B contracted staff) must complete the Family Status/Allowance Notification via e-Government (e-Devlet):
Log in at turkiye.gov.tr and search “Kamu Personeli Aile Bildirimi”.
Click “Uygulamaya Git”; after a short redirect you’ll reach the Family Allowance & Family Status screen.
If there is a change, click “Yeni Bildirim Oluştur” and then “Mernis’ten Getir” to fetch records.
Update items such as spouse employment status, marital status, and children. (Married staff must enter marriage certificate details; otherwise the system will not save.)
Save and click “Mutemede Gönder” so it reaches the payroll officer (KBS).
Contact your payroll officer to ensure approval; unapproved notifications are not processed.
3. How Can I Access My Pay Slip?
For personnel under Law No. 657 (academic, administrative, 4/B contracted):
In e-Devlet, search “Hazine ve Maliye Bakanlığı e-Bordro Hizmeti”.
Select year/month, then “Sorgula” → “Görüntüle” to view your payslip.
When an institution-approved payslip is required, you may forward it to the relevant bodies with the approval of your Spending Authority or Realization Officer in your unit.
If you serve as a Foreign National Contracted Personnel, please contact your payroll officer.
4. If I Am Appointed to Your Institution, When Will I Receive My Salary?
Payment dates vary by employment type:
Foreign National Contracted Personnel: paid on the 15th of the month following the month worked.
Contracted or Tenured Academic/Administrative Personnel: paid in advance on the 15th of the month following the start of duty, via the designated bank account.
5. When Does a Change in Staff Title Reflect in My Salary?
For academic staff, under Article 3/A of Law No. 2914, new financial rights are paid from the beginning of the month following the title change.
If the change is made under Article 68/B of Law No. 657, payment starts from the appointment date.
If not under 68/B, payment starts from the beginning of the month following the appointment date.
6. How Is Salary Refund Handled When Separation From the Institution Is Approved?
For personnel paid in advance on the 15th: from the full monthly salary received, the days actually worked are deducted; for the unearned portion, a personnel debt is created under the Code of Obligations, applying statutory interest. The salary refund/offset is then executed via the bank account.
