1. I Have Been Newly Appointed to Your University. When Must I Start My Duty?
Pursuant to Article 62 of the Civil Servants Law (Law No. 657):
Those appointed to positions in the same location must start on the business day following the day their appointment order is served to them.
Those appointed to positions in another location must set out within 15 days from the date the appointment order is served, add the prescribed travel time, and start work on the next business day after arrival.
2. I Would Like to Be Appointed to an Academic Position at Your University. What Should I Do?
Announcements for faculty members and teaching staff are published in the Official Gazette and on our University website. Candidates who wish to apply outside of announced calls should submit their applications to the relevant units.
3. Do You Have a Directive on Appointment and Promotion for Faculty Positions?
Yes. Appointments to Professor, Associate Professor, and Doctoral Faculty Member positions are governed by the “Malatya Turgut Özal University Directive on Promotion and Appointment to Faculty Membership,” adopted by the University Senate (Decision dated 30.03.2021, No. 2021/07-01) and approved by the Council of Higher Education.
4. For How Many Years Are Appointments and Extensions Made to Academic Positions?
At our University:
Professors and Associate Professors: Permanent (under Law No. 2547).
Doctoral Faculty Members: 3 (three) years (under the above University Directive; Senate Decision dated 17.11.2020, No. 2021/25-08, effective 01.01.2021).
Lecturers: 2 (two) years (University Executive Board Decision dated 15.02.2024, No. 2024/04-15).
Research Assistants under Article 33/a: 2 (two) years (same Decision and date).
Research Assistants under Article 50/d: 1 (one) year (same Decision and date).
5. What Are the Initial Grades for Professors, Associate Professors, Doctoral Faculty Members, Lecturers and Research Assistants?
Under Article 3 of Law No. 2914:
Professors are appointed to Grade 1, Step 1.
Associate Professors to Grade 3, Step 1.
Doctoral Faculty Members to Grade 5, Step 1, and receive salaries accordingly.
Lecturers and Research Assistants: Entry grades are determined under the Civil Servants Law, based on education level and duration, by adding two grades to the earned salary grade and step.
Personnel appointed at these grades benefit from one step increase for each year of public service.
6. How Can I Transfer From Faculty X to Faculty Y Within Your University?
Inter-faculty transfers are not available. Transfer to another faculty is only possible if a new call is announced and you apply and are selected, or in the case of unit closures/mergers where transfer may occur through reallocation of filled positions.
7. I Have Been Appointed to a Research Assistant Position Under Article 50/d. What Is the Maximum Duration I May Stay in This Post?
According to the Regulation on Graduate Education and Instruction:
Master’s with Thesis (Art. 7): Duration is 4 semesters (excluding scientific preparation), regardless of registration each term; the program must be completed within 6 semesters at most.
Doctorate (Art. 17):
With a Master’s with Thesis: 8 semesters, max 12 semesters.
With a Bachelor’s degree: 10 semesters, max 14 semesters.
For 50/d research assistants appointed to our University:
If they fail to graduate within these periods, or
Do not start a doctorate within 6 months after graduation or fail to notify their unit that they have started,
their employment is terminated.
Note: Freezes/extensions due to birth, military service, health, pandemics, etc., based on YÖK (Council of Higher Education) decisions are added to the maximum duration. Thesis-correction periods are not added.
8. I Want to Serve as a Foreign National Teaching Staff Member at Your University. What Should I Do?
Requests must be made to the relevant units. These units evaluate applications under Article 34 of Law No. 2547, the Council of Ministers Decision on Employing Foreign National Teaching Staff in Higher Education Institutions, and the Council of Higher Education’s Procedures and Principles on the Employment of Foreign National Teaching Staff. Applications deemed suitable in line with unit needs are forwarded to the Rectorate.
9. Can Persons With Multiple Citizenship Be Employed as Foreign Nationals?
Under Article 4(b) of Law No. 5718, if a person has multiple citizenships and is also a Turkish citizen, Turkish law applies. Therefore, those who are also Turkish citizens cannot be employed as foreign nationals. For those who were employed as foreign national contracted teaching staff and later acquire Turkish citizenship, their employment is terminated at the end of the contract term.
